HEALTHCARE:

SINGLE OBJECTIVE/GOAL OF THE PILLAR:

Epidemiological Surveillance – the goal here has been to strengthen COVID-19 surveillance in health facilities in all districts to ensure early identification of potential cases, appropriate isolation, and timely response to mitigate the further spread and effectively contain the disease. 

CALL TO ACTION:

Health Facility Surveillance:

  • Conducting supportive supervision on COVID-19 to health facility staff

  • Conducting training on COVID-19 case identification, triage, reporting, contact tracing, infection prevention, and control, etc. to health facility staff

General Surveillance:

  • Have recruited additional staff including data analysts and contact tracers.

  • Have deployed staff to POEs including the Kigali International Airport (KIA), and quarantine facilities

  • Initiated active case finding and event-based surveillance for influenza-like illness (ILI) and severe acute respiratory infection (SARI)

  • Assessed gaps in active case finding and event-based surveillance system

  • Enhanced existing surveillance systems, SOPs, protocols, and tools for COVID-19 surveillance

  • Implemented data collection, management, analysis, and dissemination protocols/SOPs

  • Produced weekly epidemiological and social science reports and disseminated to all levels and international partners

  • Conducted follow-up of high-risk contacts

  • Conducted training of contact tracers 

  • Availability of airtime & internet subscription for timely reporting of surveillance data

  • Enforced self-quarantine of COVID-19 at-risk persons

  • Facilitated collection of samples from suspected COVID-19 cases to the lab

SINGLE OBJECTIVE/GOAL OF THE PILLAR:

Point of entry– the goal has been to enhance COVID-19 screening at Points of Entry to ensure early detection of potential cases, appropriate isolation, and timely response to mitigate the spread and effectively contain the disease.

Laboratory - the goal has been to enhance national capabilities for COVID-19 testing using appropriate tools and procedures and new technologies; and strengthening specimen collection, packaging, and referral. 

 

CALL TO ACTION:

Point of Entry Actions:

  • Conducting supportive supervision on COVID-19 to PoE staff

  • Procuring screening tablets for use at PoEs

  • Providing transportation of suspect cases from PoEs to hospitals

  • Developing and implementing a public health emergency plan

  • Preparing holding areas at Points of Entry to manage ill passengers

  • Communicating information about COVID-19 to travelers

Laboratory Actions:

  • Preparing National Reference Laboratory (NRL) staff for screening and surveillance activities

  • Developing and implementing SOPs for specimen collection, management, and transportation of COVID-19 diagnostic testing

  • Identifying hazards and performing biosafety assessments at participating laboratories; use biosafety measures to mitigate risks

  • Adopting standardized systems for molecular testing, supported by assured access to reagents and kits 

  • Developing and implementing surge plans to conserve lab resources and manage the increased demand for COVID-19 testing

  • Developing and implementing plans to link laboratory data with key epidemiologic data for timely analysis

COMMUNITY IMPACT:

FOOD SUPPORT, HYGIENE, WATER, SANITATION & RESOURCE DISTRIBUTION

SINGLE OBJECTIVE/GOAL OF THE PILLAR:

  • Facilitate coordination of preparedness and response efforts for a COVID-19 outbreak and strengthen inter-sectoral and intra-sectoral coordination, engagement and partner participation

  • Mobilize internal and external resources for an effective implementation of National preparedness for Covid-19 prevention and control based on potential identified risks

  • .Enhance national capacities for prevention, promptly detection, and timely response to potential COVID-19 cases through:

  • Enhanced surveillance at the community, ports of entry and at health facilities;

  • Improved sample collection and referral mechanisms, and laboratory testing / diagnostic capacities;

  • Improved infection prevention & control for COVID-19 in all HF

  • Improved clinical capacities of hospitals to manage COVID-19 cases

  • Create and raise public awareness for engagement on COVID-19 preparedness and response activities

  • Improve logistics management to enhance operations support

  • Ensure the enforcement of safety and security measures to facilitate the implementation of public health measures

RISK COMMUNICATION  

AND COMMUNITY ENGAGEMENT

SINGLE OBJECTIVE/GOAL OF THE PILLAR:

Actively working with business associations to make proposals to the Government on measures to alleviate the crisis.

CALL TO ACTION:

  • To cushion the economic impact of the pandemic, the Government of Rwanda has rolled out a number of temporary policies (monetary and fiscal - including tax relief -measures) to support businesses through this period of disruption

  • The Government is in the process of establishing an Economic Resilience Fund to support businesses during the recovery process.

  • The Central Bank has encouraged banks to exceptionally restructure loans of borrowers impacted by the pandemic. On the fiscal side, a number of tax relief measures were announced aimed at supporting taxpayers and further measures are expected to be rolled out in the future.
